    Although many agencies of the Federal government have responsibilities of varying degrees relating to disasters, the Federal Emergency Management Agency, or FEMA, is the central point of contact within the Federal government for a wide range of emergency management activities in both peace and war. Simply stated, FEMA exists to save lives and property. FEMA’s mission statement summarizes its responsibility: “Under the direction of the President, the mission of FEMA is to plan for and coordinate the protection of the civilian population and resources of the nation, to include planning and continuity of government in time of emergency.”
